  • Name of MMDA: Kwahu Afram Plains South District Assembly
  • Region: Eastern Region
  • Type of Assembly: District Assembly
  • Capital: Tease
  • Year Established: 2012 (Legislative Instrument 2045, carved out of Kwahu North District)

The Kwahu Afram Plains South District Assembly (KAPSDA) is one of the administrative districts located in the Eastern Region of Ghana. It was created in 2012 under Legislative Instrument (L.I.) 2045, following its split from the former Kwahu North District (Afram Plains), with Tease serving as its administrative capital.

The District is situated in the northern plains of the Eastern Region, bounded significantly by the Volta Lake. It shares boundaries with the Kwahu Afram Plains North District to the north, Kwahu South District and Kwahu East District to the south-west, Sekyere Afram Plains District (in the Ashanti Region) to the west, and the Kpando Municipal Assembly and North Dayi District (in the Volta Region) across the Volta Lake to the east. The Ekye Amanfrom ferry crossing across the Afram River/Volta Lake serves as its primary southern gateway connecting the peninsula to the rest of the Eastern Region.

In terms of land area, the District covers approximately 3,095 square kilometres, characterized by transitional savannah vegetation, fertile river basins, expansive agricultural plains, and rural farming settlements. The 2021 Population and Housing Census recorded a total population of 74,002, comprising 39,423 males and 34,579 females. Males therefore constituted approximately 53.3% of the population, compared with 46.7% females. The District is predominantly rural, with agricultural livelihoods underpinning community economic life.

The economy of Kwahu Afram Plains South is heavily agriculture-driven, supported by commercial inland fishing, livestock rearing, and riverine trade. Agriculture and fishing employ over 80% of the labor force. Like its northern neighbor, the District is a vital “breadbasket” for Ghana, producing major staple crops such as yam, maize, cassava, cowpea, vegetables, groundnuts, and rice in large volumes. The surrounding Volta Lake and Afram River support active commercial inland fishing and fish processing, while its extensive grasslands accommodate significant cattle, sheep, and goat farming.

Tease is the District’s principal administrative, political, and commercial capital. Other major communities, port settlements, and market centers within the District include Ekye Amanfrom, Samanhyia, Maame Krobo, Pitiku, Asanyansu, Bumpata, and various fishing villages along the lake shore. Settlements like Ekye Amanfrom and Maame Krobo serve as major transit hubs and agricultural market points for goods moving across the Volta Lake toward Adawso and Nkawkaw.

Administratively, the Kwahu Afram Plains South District Assembly is the highest political, administrative, and planning authority within the District. The Assembly is responsible for local governance, spatial planning, feeder road maintenance, social infrastructure provision, public environmental health, and internal revenue mobilization. The District operates through Area Councils, including the Tease Area Council and Ekye Amanfrom Area Council, to decentralize local government administration.

The Assembly’s governance structure comprises elected Assembly Members representing various electoral areas, Government Appointees, the District Chief Executive (DCE) as the administrative head, and the Member of Parliament for the Afram Plains South Constituency. The General Assembly serves as the primary local decision-making and policy-formulating organ.

Kwahu Afram Plains South possesses rich natural, agricultural, and eco-tourism assets. Key landmarks include the strategic Ekye Amanfrom–Adawso Ferry Link across the Afram River, vast arable lands for commercial mechanized crop farming, expansive livestock ranches, inland fisheries along the Volta Lake, and traditional ties to the Kwahu Traditional Council. The district features a diverse multi-ethnic cultural blend, incorporating Kwahu, Ewe, Akan, Krobo, and northern ethnic communities.

The District faces logistical and infrastructure challenges, including dependence on ferry transport across the river, seasonal delays at water crossings, bad feeder road networks connecting interior farming communities to ports, post-harvest losses, and water safety concerns. However, its immense agricultural potential in grains, tubers, and vegetables, large cattle ranching capacity, abundant freshwater fishing grounds, and strategic position along the main southern access corridor to the Afram Plains present exceptional opportunities for agribusiness development and economic growth.

With Tease as its administrative capital, the Kwahu Afram Plains South District Assembly plays a vital role in the food supply chain of the Eastern Region and Ghana as a whole. Its high agricultural output, strategic ferry transit hub at Ekye Amanfrom, vast land availability, and rich natural resources make it an essential agrarian district in Ghana.
